ok, how about this:

Months are inconsistent, some have 29 days others 31 days... if you organize them, you should be able to assign 28 days each and create an extra month: Trinity...

ie:
Month, days
January: 28
February: 28
March: 28
April: 28
May: 28
June: 28
July: 28
August: 28
September: 28
October: 28
November: 28
December: 28
Trinity: 28
Total days: 365
Today weeks per month: 4
Total satisfaccion: 100% (once upon a systematic transfusion takes place).

You need an odd number in there somewhere :)

That sums to 364 :)

And how do you deal with leap year and leap second on that system?

hmm...

I think a 1.25 yearly day celebration is in place then:

That should even out all extra days/hours from the year 2,000 until year 3,000

The DST fix is real klugey, even if you patch your system, you have to actually change you time zone and then put it back on some systems for it to take effect.
-
On Mac OS9 there is no fix so you just change the time zone and set it not to do DST.
