With the exception of the cell phone, I didn't see things you shouldn't do in a car, so let's add some of those things to the list.

1. Don't get caught having sex.
2. Put on makeup in the rear view mirror, get in the passenger seath and use the 'vanity' mirror you prig.
3. Don't drive dead. <Tom Waits>
4. Get drunk and then drive.

Question, does this list apply to when the car is in motion, stationary, or both?

Only when it's stationary.
When it's moving you can do whatever you want so long as you step on the gas and don't let em catch you! :D

Only when it's stationary.
I tell you, putting origami cars on the road is a travesty! Those things are death traps!
