Buy Hegemony 3 besides steam?

I don't want to buy Hegemony 3 on steam. Is there a DRM free version of Hegemony 3? Or can I play Hegemony 3 without steam running? I know some games allow steam offline play, but more specifically I don't like the game to automatically run steam whenever I try to run the game.

Hegemony III won't try to launch Steam when you run it. After the download and installation through Steam, you'll be able to open the game's folder and run the launcher and the game will start up, with or without Steam running.
