Is there an active strategic AI in the sandbox mode? Will factions absorb towns and seek more townships? Factions do not seem to be acting entirely different from independents. The extent of factional AI that I've seen in three or four hours of sandbox is a singular tribal cav unit dying on a border outpost.

The graphs show two of the three factions I have met at around 1-3% strength relative to mine, the third faction sitting in Vienna with a large army and an income indicating they own a mine and two towns. Around 10% relative strength.

Will using the Historical Start assist the AI in jumpstarting factional strife or have the AI "forgotten" their objectives in my savegame?
