The general's skills are added to the brigades, so if the general has five stars and the brigade has five stars, it's like having a 10-star unit.

If you have multiple generals attached to a brigade, it simply takes the highest of each skill, so it's not usually worthwhile to have multiple generals on a brigade unless you have two generals whose skills compliment each other.
