I have noticed that AI is not using it's generals, not after units they were assigned to initially are routed. Is this intended in Philip's scenario? Result is that AI generally can't compete with human because it breaks so much often, runs out of supply so much often, etc.
Enemy generals were designed to be permanently killed when they're defeated in the field to make your victory more consequential. As part of this the AI won't use their generals on low priority/riskier missions like raids but will save them for defence or larger attacks.
If you've got a savegame where you think the AI is not responding properly I'd be happy to check it out and see if there's something else going on. You can send savegames to me at rob@longbowgames.com they're in your "user/saved games/hegemony gold" folder.
