I agree that adding some more generals for smaller factions would be a good, if possibly ahistorical, move for the sandbox mode.

Specifically: Having opportunities for generals to spawn after territory expansion.

Assuming that's not a huge amount of work to do, I'd consider it all that's needed.

I'm imagining a pool of generals, with random stats and just generally (pun intended) Greek sounding names, that can spawn for any faction. Agreed, I'm no programmer, but it doesn't seem too hard.
