The Macedonian Archers were a unit we tested at one point in development but ended up removing for balance. Although the unit never appears in game, all of its assets are still in the original Philip game (they were removed in Gold) and you can spawn them via the console ("addbrigade macedonianarcherbrigade"). Unfortunately, as you correctly pointed out we overlooked removing them from the in-game manual - sorry for the confusion.
