After you conquer Methone, you'll get new objective called "Trireme Technology' basically, you need to move him and another scholar that's near the Ambraxis area, to Pella, then Macedon can build Trireme's.

The character you are referring to is named Agathon and pops up in Methone after you knock down the walls.
