Callistratus appears after you've captured the city of Olynthus and torn down its walls.

Olynthus is lead city of the Chalcidian League and can be found to the east and south of Pella.

Philip never had a significant fleet, which is why we made gaining trireme technology a tougher quest. Start controlling the seas by conquering the ports and using small fleets to land forces on islands close by. Amphibious island hopping is a good strategy.

You'll also want catapults if you plan to capture any of the smaller islands. They are invaluable to taking down the walls, since unlike inland towns, islands can't mass troops around them, often allowing only one unit to attack at a time due to space limits on the city.

Or just ignore the islands until you start kicking Athens out from the mainland. I found that on normal you could easily beat off most of the raids with a phalangite, a peltast or two and maybe a Thessalian cavalry to chase down peltasts. Didn't grab any islands, with the exception of the Western athenian colonies, until I'd taken Athens and was at the gates of Corinth. Using the companions and Hypaspists (sp?) it was a breeze, I found the catapults only got in the way on most islands.

Sounds me like you have to too easy =] I recommend playing on expert (since that is the real "normal" difficulty.)
i.e. an early sea raid of athens on normal: 2ships: 1spearman, 1 peltast
now on expert difficulty: 2ships: 1hoplite, 1peltast. Way better! Those spearman are nearly worth nothing hehe but with hoplites he has better chances of actually annoying you =]
