Let me just clarify that I have a UK keyboard if that makes a difference...

its the ~/` button to the left of your 1 key

Edit: it may be to the left of your enter key just above the shift key and will have a ~ on it.

Good point. We don't need to hit shift in order to get console, so it's likely that it could be the backwards apostrophe. ` and not ' which on the UK keyboard is left of the 1 key, and don't use shift.

Rick/Rob would have to verify which character triggers the console, instead of saying tilde (~) since that isn't technically true.

It's the key above the "tab" but you need to be in the latest version, in demo versions it doesn't work or in other non legal version from what I've heard....

It's whatever Windows counts as 'VK_OEM_3', if your familiar with the way Windows keyboard input works. On US-ish keyboards that should be the tilde, but I guess it's the @ key on GB keyboards.

And as Fatarion mentioned, your game needs to be registered, and you need to be running version 1.1.0 (which you should be able to see in the top-right corner of the title screen).

Is there a list of console command parameters? E.g. how to use the commands listed with "commands."

Unfortunately, not really. A handful of the commands will print the usage if you just type the command without any parameters, but since this is a feature that's mostly only for us developers, we were never particularly worried about making it friendly. In fact, some of those commands don't even do anything anymore. ('bind' comes to mind.)
