Sorry you're having trouble with the game. It sounds like an issue related to a recent windows 10 update. We're currently testing a fix in Hegemony III (where the issue also occurs) and will copy it over to Hegemony Gold if it works. In the meantime, we've had users work around the problem by temporarily changing their screen resolution in windows do something different e.g. 1280x720, changing it back to the default e.g. 1920x1080 and then restarting the game.
