1. Stick to the assigned pixel sizes;
   
2. Don't start overlapping each other;
   
3. Have no borders nor margins on them;
   
4. Don't "smartresize" whenever the window is resized;
   
5. Behave exactly the same in IE5 and NS4.7x?
   

I hope someone will read this and reply a sensible answer that will makemy framesets NS-viewable....
