Is this some algorithm you worked out that traverses the binary tree and tries to fan as much as possible?

I would imagine that this sort of approach would only fan 3 or 4 tris together at most. Is that so?

Correct, I usually get between 3 and 4 triangles per fan. Fans of 4 triangles means 1.5 vertices per triangle, which is half of the 3 vertices per triangle you'd need to send unconnected triangles. It's still a little ways away from the theoretical ultimate of 0.5 vertices per triangle (using vertex arrays), but pretty close to the theoretically perfect stripping solution of 1.0 vertices per triangle.
