Can someone tell me how to make mods and any programs I nee to do so along with insturctions as too how to do download them to game.

do a search on the EEK. Also visit the mods forum. There are several ways to mod for TM and the EEK explains the entities files. TMMapper is to edit/create maps. It has its own forum on the BWL website.
You would need a 3D program to create new tanks, but you can reskin tanks easily enough.

Also when you search the downloads forum; choose all dates.

Don't be too bummed out if a link doesn't work, just try the next one.
