May the wind be always at your back.
May the su shine warm upon your face.
The rains fall soft upon your fields and,
Until we meet again.

any paint program that can save as an 8bit uncompressed windows bmp(best to keep your design fairly simple if you want folks to make out whats on the flag)
size 128 x 128, 8bit color(256). ent look under; entities\insignia for examples these are the lines that should be edited
type = xxxxx change this to your flag name example cybercannon
name = this one same as above
texture = textures/teamlogos/your flag.bmp(prolly cybercannon)
save the ent as cybercannon.ent (move it to addons\entities\insignia)
start the game, see if it shows up in the flag list, if so, you're done

[I Assume you mean the personal flags that you select for you tank, as opposed to team flags.]

The flags are 128x128 pixels. They must be 256 colour bitmap files. They are located in "...Tread Marks 1.5\art\Textures\TeamLogos". Entities are located in "...Tread Marks 1.5\entities\Insignia". The "texture" comment in the entity must point to the exact location of the flag.

If you need more help with this, you can find a lot of info on it in the art & modeling forum of this board.
