I keep getting the message "Could not open 640x480x 16-bit Display"

That means your video drivers aren't able to switch to 16-bit color (also known as High Color or 65536 colors) in real time. That could be because your video card simply can't do 16-bit, in which case you can't run the game, or it could mean you have the original Windows 95 and your desktop isn't in 16-bit. If you right click the desktop, then hit Properties, and Settings, you should be able to set your screen mode to 16-bit color, which may require a re-start. After that the game should run.
